Lane Rental Scheme Consultation 2025

Purpose of this consultation

Cheshire East Council is considering introducing a Lane Rental Scheme on a proportion of its road network, in accordance with the Street Works Regulations 2012 under Section 74A.

The introduction of a Lane Rental Scheme aims to achieve better control and co-ordination of roadworks and street works which take place across the Cheshire East Council highway network. The core objective will be the reduction of disruptive road works on the most traffic sensitive parts of the network, at the most sensitive times.

The scheme aims to reduce the amount of disruption to users of the Highway Network within Cheshire East by encouraging organisations who conduct street or road works to undertake activities during the least disruptive time for road users, and to complete them in a timely manner. It aims to reduce the number of activities being undertaken at specified times by applying a daily charge to these organisations for occupation of street and roads during chargeable hours.

Consultation feedback will be considered before any decision is made whether or not to submit a Lane Rental Scheme application to the Department of Transport to introduce the scheme. If an application is submitted, consultation feedback will inform that submission.
